MateriaExisteJSON

Verifica se a matéria informada existe ou não. Caso exista, retorna sua chave. Caso a informação de ano não seja fornecida, será considerado o ano corrente.
Parâmetros: { Ano - Ex.: 2016, 2017 }, {Tipo: PL, PDL, PR, PLO, ...}, {Número: 1, 2, 3, ...}
